1.1 Background and Context
Project timeline:
January 1, 2024 – December 31, 2025
Project partners: Institute Circle (Zavod Krog, Slovenia), NVU Impuls (Montenegro)
Affiliated entities: Municipality of Plav, Municipality of Berane, Municipality of Nikšić, Municipality of Plužine, Red Cross Nikšić, Social Welfare Center for municipalities of Berane, Andrijevica and Petnjica
Targeted regions: Montenegro – Nikšić, Plužine, Šavnik, Plav, Gusinje, Berane, Andrijevica, Petnjica
Introduction:
The project addresses the social inclusion and support of elderly people with or at risk of dementia (65+ years old) and their families/caregivers through counseling services, psychosocial support (PSP), awareness campaigns, and training of volunteers in eight municipalities in northern Montenegro. The impact of the project is creating more socially inclusive communities by supporting the provision of relevant social services.
General Timeline of Project Activities:
- First phase: Preparation the required documentation and a counselling programme for obtaining licenses for counseling services for Plužine and Nikšić (January– December 2024)
- Second phase: Capacity building and training of volunteers for PSP (March–June 2024)
- Third phase: Implementation of counseling and PSP services (July 2024–December 2025)
- Fourth phase: Yearlong awareness-raising campaign and promotion of the right to dignified ageing (January 2024–December 2025)
1.2 Evaluation Purpose and Target Audience
The purpose of the impact evaluation is to evaluate a) to what extent have the project objectives been achieved; b) what could be improved; c) the sustainability of the project results and objectives.
The main findings of this evaluation will be included in the final report of the project.
Target Audience:
Participating volunteers and counsellors, expert trainers, partners, elderly (65+), individuals with dementia, families/caregivers, and local decision-makers.
1.3 Evaluation Objective, Scope, Approach and Methodology
Objective: Evaluate implementation quality, fulfillment of project objectives, impact, and sustainability in the field of dignified ageing and dementia prevention in Northern Montenegro.
Scope: From project start (01/01/2024) to final phase (10/12/2025)
Deliverables by 10 December 2025:
- Evaluation brief for public dissemination
- Full evaluation report Methodology and data sources to include:
- Pre/post tests from volunteer training
- Interviews with project manager/coordinator and expert trainer
- Interviews with counsellors
- Focus group with volunteers
- Review of dissemination and awareness activities
- Logical framework results and indicators
- Proposal of specific evaluation methods required from evaluator.
The final report has to reflect a compiled assessment of the project as a whole.
By the Annex II – General conditions applicable to European Union-financed grant contracts for external actions, Article 8: »Representatives of the European Commission shall be invited to participate in the main monitoring and in the evaluation exercises relating to the performance of the action performed by the beneficiary(ies). The European Commission shall be invited to comment the evaluation(s) terms of reference before the exercise is launched as well as the draft report(s) before they are finalised«.
1.4 Timing and Deliverables
- By August 1, 2025: Evaluator selected
- By September 15, 2025: Evaluation plan prepared
- By December 10, 2025: Final report and evaluation brief for public dissemination delivered, including:
• Executive summary
• Evaluation purpose
• Evaluation methodology
• Management and implementation processes
• Activities and deliverables
• Key findings
• Conclusions and recommendation
• Impact and sustainability
• Annexes (interviewed persons, reviewed documents, data tools).
1.5 Budget and Payment
The selected evaluator will be paid 3.000,00 EUR gross in two instalments:

2. After final report
1.5 Requirements and Proposal Submission
Interested evaluators should submit the following documents to barbara@zavodkrog.si by July 25, 2025:
- Experiences in human rights project evaluations (duration, number of projects)
- Work sample from a previous evaluation
- Draft proposal of evaluation methods
- Relevant knowledge of human rights, participatory methodology and sensitivity to the project’s principles (e.g. empowerment, participatory action, capacity building, etc.)
- CV educational background displaying relevant multidisciplinary skills (e.g., economic, demographic, environmental, sociological) and quantitative and/or qualitative research skills.
Selection results announced by: August 6, 2025.
